Introduction
The Meigs County Department of Job and Family Services (MCDJFS) is a quadruple combined human services agency committed to strengthening families, supporting workforce development, promoting self-sufficiency, and protecting vulnerable populations throughout Meigs County. MCDJFS administers a wide range of federal, state, and local programs and services including public assistance, workforce development (OhioMeansJobs), child support, children services, adult protective services, and supportive employment initiatives.
The agency serves as the county’s workforce delivery system and is dedicated to connecting job seekers, youth, adults, and employers with employment, training, and career advancement opportunities. OMJ-Meigs works collaboratively with local businesses, educational institutions, community organizations, and economic development partners to strengthen the local workforce and address barriers to employment.
Through workforce initiatives funded and administered by programs including Workforce Innovation and Opportunity Act (WIOA), Comprehensive Case Management and Employment Program (CCMEP), Temporary Assistance for Needy Families (TANF), SNAP Employment and Training (SNAP E&T), Benefit Bridge, and other employment and training initiatives, MCDJFS and OMJ-Meigs provide opportunities for eligible participants to gain valuable work experience, develop employability skills, explore career pathways, and prepare for long-term employment success.
As part of these workforce initiatives, MCDJFS and OMJ-Meigs are seeking proposals from qualified organizations to provide Employer of Record (EOR) services for work experience and subsidized employment activities. The selected provider will administer employment-related functions for participants referred directly by agency staff for approved work experience placements.
The awarded provider will serve as the Employer of Record and will be responsible for employment administration functions including payroll processing, wage payment, timesheet collection, tax reporting, workers’ compensation coverage, liability insurance, and related employment documentation for referred participants.
MCDJFS and OMJ-Meigs will retain responsibility for participant eligibility determination, program enrollment, case management, supportive services, monitoring, and oversight of workforce program requirements.
